For example, an agency builds a page for every city with measurable search volume, a local team adds neighborhood pages, a franchisee builds its own service area section, and a new vendor introduces another URL structure without addressing what already exists. The result is an architecture nobody fully owns; internal competition, fragmented authority, conflicting local information, and a maintenance burden that worsens as the brand grows. For marketers reporting local performance to a CFO, that translates to diluted rankings and crawl budget spent on pages that cannot be clearly justified.

Marketers Should:

Audit the existing location page count and assign clear ownership. Sprawl persists because no single team is accountable for the full structure.

Before adding or consolidating URLs, map the business as it actually operates: the corporate brand, operating regions, physical facilities, local teams, services available at each location, and the communities those locations genuinely serve.

Sequence keyword research after that operational map, not before it. Search volume doesn’t need to define the structure, it should refine it.

Prioritize authority and content quality over page count. A smaller set of well-linked, differentiated location pages will outperform a large set of thin ones.

Where consolidation is warranted, treat it as a reporting opportunity. A reduced footprint paired with improved rankings is a clearer result to present to leadership than an expanding page count with flat performance.

The passages that get reused tend to lead with the answer, stand alone out of context, use clear question-and-answer formatting, and directly address the user’s query.
